Still not live in LA - a year later

Ive been waiting on this app for a year (I signed up back in February 2015), and I still get the same message: the app is not live in my city yet.

I live in Los Angeles! Where exactly is this app live, that would have priority over a major metropolitan area like LA? Its not like they have to set up any sort of infrastructure (theres no delivery people to coordinate, or drivers to screen), so what exactly is the hold up?

It seems to me like they bit off more than they could chew, and dont have the capability to deliver the product that they were marketing.
